Entity Options: WFOE, JV or Representative Office
Foreign investors in Meishan generally choose between three structures.
Wholly Foreign-Owned Enterprise (WFOE). A limited liability company owned entirely by the foreign investor. This is the default for most founders because it can invoice customers, import and export, hire staff and repatriate profits. A WFOE is required if you want to manufacture or process goods in Meishan.
Joint Venture (JV). A limited liability company shared with a Chinese partner. In Meishan this is common where land, licences, local distribution or government relationships matter — for example in agricultural processing or a facility tied to a local industrial park. A JV can accelerate access, but it locks in governance, capital contribution and exit terms that need careful drafting.
Representative Office (RO). A non-profit liaison office. It cannot sign contracts, invoice or earn revenue, and its permitted activities are narrow. An RO makes sense only for market research or coordination, and Meishan's local environment offers limited practical advantage over placing such a function in Chengdu.
For most foreign founders planning real operations in Meishan, a WFOE is the practical starting point; use a JV only when a specific local partner genuinely unlocks something you cannot obtain alone.
